SECTION 1.

Hong Kong and Shanghae Banking Corporation to Foreign Office.--(Received September 23.)

Dear Sir Francis,

31, Lombard Street, London, September 22, 1908.

AFTER seeing you on the 18th instant, I telegraphed to Mr. Hillier that the French agreed with us in thinking that he should maintain his demand for such a statement by the Chinese for the object of the loan as would be satisfactory to Sir John Jordan.

Apparently the Chinese show some signs of weakening, for, on the 21st instant, Mr. Hillier telegraphed as follows: "Is it essential statement asked for must be published in prospectus?

In reply to this telegram I have, with the concurrence of the French, instructed Mr. Hillier by telegraph that, "while it is not necessary publish text Chinese assurance, it is essential prospectus should contain general statement loan proceeds intended redeem Peking-Hankow Railway Bonds."

We now await Mr. Hillier's reply.
